What are these weird trails when things move fast on blu ray?

So I recently got a new monitor, a Samsung SyncMaster BX2350. The response time is not the issue seeming its 2ms. I noticed watching The last exorcism and the crazies then when there is a close shot of someones face and they turn fast or something there is a kinds of trail or something. Is it the movie, ps3, or is my new screen having problems? The screen is set up to have the fastest response time cause you can change it.
